I’m going to say partial to the random wind shifts in NYC, lack of space in the areas, and seriously no one cares about safety around there. Its a lot of get it done your blocking a street, hurry hurry. Most sites I worked on would not allow us to use a crane in the snow or any precipitation due to safety issues.
